Provincial Government of Camarines Sur: A Testament of Public Service and Good Governance

The Provincial Government of Camarines Sur through the efforts of the Provincial Internal Audit Office was awarded as one of the Offices with Innovations and Best Practices during the culminating activity of the 58th Annual Convention cum Seminar of the Association of Government Internal Auditors (AGIA). It was held last October 4-6, 2017 at CAP-John Hay Trade and Cultural Center, Camp John Hay, Baguio City, with the theme “Sustaining the Role of AGIA in the Government’s Thrust on Good Governance”. This award is just one of the testimonies on the dedication of the Provincial Government of Camarines Sur to its goal of transparency and good governance.

Various offices from National Government Agencies (NGAs), Government-owned and Controlled Corporations/Government and Financial Institutions (GOCCs/GFIs), Local Government Units (LGUs) and State Universities and Colleges (SUCs) participated in the said event.

One of its highlights was the Search for “Government Offices with Innovations and/or Best Practices in Internal Auditing” where three offices were chosen as sectoral winners. The grueling task of choosing the winners fell on the AGIA Awards and Incentives Committee comprising of nine (9) members from different government offices headed by Dir. Cynthia R. Balascopo, Chief Operations Audit Division, Department of Environment and Natural Resources (DENR). Sectoral awardees are the following:

  • Civil Service Commission – National Government Agencies (NGAs)
  • Bangko Central ng Pilipinas – Government-owned and Controlled Corporations/Government and Financial Institutions (GOCCs/GFIs)
  • Provincial Government of Camarines Sur – Local Government Units (LGUs)

The search is open to all agencies with established and functioning Internal Audit Service/Unit. The arduous evaluation and assessment were guided by these criteria: Contribution to Agency Operations (45%), Relevance/Significance in Internal Auditing (30%) and Sustainability (25%). The said search served as an appraisal of developments in internal auditing.

With this recognition, the Provincial Internal Audit Office being one of the change-driven offices of the Provincial Government of Camarines Sur only proves that hard work does not go unnoticed and will continue to actively promote internal auditing as vital to improved public service and good governance.
